    I've had a few stuck recently. Customize the plot, change type to anything else. Let it go through the change over, then switch it back. That's done it for me .

    I noticed that taxes don't take effect in my last playthrough until the city hits level 3 or the equivalent. I just assumed it was balanced that way to account for shoring up build plan weaknesses during the building phases .

    I just meant the normal multi level sandboxing, but I've never had that affect plot assignment, just whether or not they go up there and sit in their rooms.

    Thanks for the reply. I was going to attempt a recruiting station with "transition barracks," to send settlers to other settlements, but that would then put me over the 15 max for the contest.
