The only option I see in my 2x2 Municipal Plot building selection menu is "Random." The rest aren't there. What's strange is, all other forms of Municipal plots have a populated list. I've checked the blacklist and it's empty. I've also tried resetting the plot cache to no avail.

After a bit of a load order reshuffle, it seems to be working now. I never figured out what caused it though. Between the time it takes for a settlement to build and the number of mods to go through, I am far too lazy.

Do I need to also completely remove sim settlements add-on packs from Mod Organizer as a whole, or just keep them unloaded? If you mean keep them unloaded so they don't appear in the virtual data folder, I've already tried that running just Sim Settlements base mods and Conqueror's requirements...
So I finally clean installed the entire game and reinstalled F4SE just to be sure. I still have the same issue. If there's anything else I can try at this point I am more than happy to, but I think I'll just run a normal RotC playthrough.
