Just an observation from when I was having these problems: you need to have a power transfer switch and you need to make sure someone is actually assigned to the power transfer station.
This problem happens to me intermittently on PC. I fix it by going back to a previous save and hope for the best. Usually works. If there's some other method, I'm not aware of it.

Download the plans from the Nexus. Install like any other mod. Make sure the .esp is activated. The plan should now be available at the appropriate settlements.
FYI, older plans, including those with RotC, do not have power transfer capability and won’t transmit power to HQ.
You have Tales from the Commonwealth installed. The robot doctor is from Tales. You have to move your mouse around til you get an activator for warehouse (or something like that).

One big advantage of your plans over RotC is the presence of the power transfer station, which don't exist in the RotC plans. I think you also need a power transfer switch, which I add manually from the WRK section.
