Yes, it is powered, but I think the issue resolved itself. My soldiers start getting new gear automatically when they level-up after assault. I just thought they will be recruited with proper uniform already, and maybe it was designed like that originally, but for my immersion it is even better...

I have the same issue with new "unjammed Jammer" - while previous bugs were squashed and settlers don't die after assault now, Jammer stops speaking with me after taking over first outpost + farm & killing attacking gunners.
Hi! I've encountered following abnormal behavior in game:
1) Settlers all drop dead at the end of an attack
2) Raiders and defenders are spawning in dead (I can tell that those who spawned have already died after first assault and their bodies "joined" the next one)

I can confirm, that it was changed and I got 69 ASAM sensors instead of 100+ from previous versions. I think it was made intentionally, and honestly, 100+ was too much. So I bet this is not a bug, but a feature.
