Sounds like a probable solution, but I never had any companions except dogmeat in this playthrough. I had a similar issue once in the slog where there was one unemployed guy, I couldn't find. Thought it was the tinkerer guy in the shed so I killed him but it did t help.

Same here, in my last playthrough concord managed to build itself some walls, but there were no people apart from idleling Edward. At least the nightingales on the streets talk to me now since the last patch.

So I just went back to my old save and disabled PV, Ron still didn't react. Than additionally OaR, still nothing. Than additionally depravity and Fusion city as once and than Ron acted like he is supposed to. Than I reenabled PV and OaR again and still Ron was okay with that. So my best guess is...
Yeah sure you can quote that. It's just that I havens double checked it. Plus it could be that it's not the mod itself but rather how you play it. You could have it installed but not really touch it in-game and that could lead to no issues with SS2. Who knows.... Thuggy's mods, especially...
I guess Thuggy's mods might go back with the Ron, since by nature his mods let you skip vanilla main quests. They do get completed at sometime, and show as such in your quest log, but that night be the cause.
So without Thuggy's mods, the Ron works just fine. Could be a coincidence of course. If there is any interest, I could post my old and new load order. For me the issue is solved, since I don't plan on using Thuggy's mods again.
Especially the robotics engineer, who used to be a doctor until he lost his certificate. That character is probably my favourite game character since donkey Kong.
Well, okay than, might be that I was just a little unlucky there. Unfortunately I seam to get the excact same people in this playthrough I started this week. But maybe just bad luck again.
Just a shower thought: Fiddling with the options menu for SS2 feels more using a Linux operating system,whereas the SS1 menu handled much more like IOS. Which wasn't perfect either but it took you way less time to recognise that you couldn't do what you wanted it to. Maybe someday a compromise...
Also I think these unique settlers should appear by them selves at some time in my settlement's. So e of them do. But after about thirty in-game days I saw 4 or five I think, plus the ones from gray matters and planet X of course.
