target npc in console. Exit console without clicking on anything else.
travel to the settlement you want to move the settler to.
open the console again and moveto.player. Exit console.
NPC should now be standing near you.

If you look at the bottom hud on the right, all three bars have to be full to attract recruits. You can turn off the Soldier Needs option to bypass this. Otherwise you will need to generate more resources.
This is a common problem with LOOT. It always puts the Workshop Framework below Sim Settlements. I have no idea how to get that corrected, but it would probably cut down significantly on the issues people have when setting up Conqueror.
Are you using the MO2 option for separate profile settings? If so, are you sure you were editing the profile specific ini files to apply RayBo's settings?
NCDowdy, just an FYI, all installed faction pacts will show up in the initial Conqueror setup screens. You are correct that you will not be able to actually claim vassals and outposts until the quests objectives have been completed for some of them.

Just following up. This worked exactly as described. Changing the role to guard gave a prompt for a destination. Once they arrived in the settlement, I then had to assign them to a martial plot.

I saw that thread after I posted. I did use the console command to remove the collars, but days later they are just still standing around. I may just console kill them so I don't have to look at them anymore. :)
After performing a vassal assault on Sunshine Tidings, I did not assign anyone to be a guard there as I did not really have enough warrior to spare. Now, I would like to reassign one or two to man the guard posts but I see that you can not move them to vassals, only outposts.
