Looks great! I'm on a short break from FO4 (an online discussion got me to try Kingdoms of Amalur, so I'm deep into that at the moment), but I'm keeping an eye on your progress... :agree:
I've had as many as 5 or 6 going at the same time without issue, though they were fairly far apart. I tend to build Sanctuary, Red Rocket and Starlight myself, though I have to try the Starlight plan one of these days....
Game time, perhaps? Vendors don't work before 7am (I think -- maybe 8am) or after 8pm. Otherwise, there does seem to be an occasional glitch where a shop owner doesn't realize they own a shop. I think refreshing the plot sometimes fixes this.
I tend to turn off most of the special keys in Place Everywhere because I’m always fumble-fingering them when I don’t actually want to change them, so I didn’t know about these two. Definitely going to turn them back on now, since i’ve run into this issue myself. Thanks for the info!
Sorry, no — you can change leaders at level 0 or 3 without affecting city progress, but changing at 1 or 2 resets the city to 0. The good news is the settlers already have everything they need to build and upgrade to 1, so the process doesn’t take as long.
Used this last night after running Old Guns -- I LOVE it! You did a great job with the wall repairs, and I can attest that this doesn't booger up anything else in the castle. Good show!
Ok, I took back the city and changed the leader, and boom -- it rebuilt and the three settlers there went on a building spree. So, for some reason it didn't like Codsworth as leader, though I've had no trouble with him as leader in the past.
Probably just FO4 weirdness that has little to do...
Well, that's just it -- as I said originally, with this character it's Zimonja that won't build. On another character, the optimized version is building fine, but County Crossing wouldn't build (different leader) -- it even had almost 14 people, but no plots other than one agricultural one. I...
I'm putting this in general problems because, while in this case it's a problem with the Outpost, I've had a similar problem with other settlements on other characters -- a RotC settlement just won't build up, no matter what I do. In this case:

Companions go home works fine; it just doesn't always spawn the holotapes you need, but the author has posted the console commands to spawn them in a pinned post on Nexus.
The enhanced delete mode of Place Everywhere (a highly recommended mod) lets you delete the brahman -- handy if the population goes wild or if you have one that constantly gets stuck inside a building (like one at my Red Rocket).
