I started a couple of new playthroughs. SS2 icon in workshop menu is there, it just doesn't have the plots, as shown in the screenshots posted by madlysk1. I might give Skywise001's instructions a try as ModMan24 suggested, but at the moment my whole setup is messed up from testing, and I am too...

I gave up. No SS2 for me then. :-(

I've got the same issue. Ran Settlement Menu Manager's menu rescue, tried tinkering with load order, disabled Unofficial FO4 patch. So far this didn't change anything. I have also started a new game using only SS2 and F4SE as mods. Still don't see the plots in the SS2 build menu.

Is there a reliable way to tell whether a settlement uses the complex or the optimized plan? Thanks!

Not sure whether this is a Graygarden or general RotC issue. New playthrough. Graygarden city plan is still at level 0. I have set Codsworth as city leader, but still I get -23 on happiness for robots. Any ideas what's wrong?

This seems to have reset the settlement level to 0. It looked OK in the workshops list, but once I traveled to the settlement (via fast travel, I have to admit), I got the strange values. Happiness is now 0 (with projected 17 for tomorrow). I tried rebuilding local data and refreshing all plots...
