I was about to say this looks like when a plot is stuck in 2 stages a refresh should fix. The same process applies to settlements as well.

Now for mod packs I strongly advise you to use wabbajack. And within this the mod list sim settlements 2 city plan helper. it will have all the plots that every city plan will ever use. It's always up to date and gives you the best base to build on when playing sim settlements 2.
