I have not yet unlocked Advanced Farms, even though according to the wiki I should have already. It says I need:

But the core of my problem in the OP still remains unsolved.
Based on an example of a settlement connected through Caravan services (powered) to other settlements.
Several weird results:
power produced in excess yet not exported
total power in network is not calculated
water surplus is 0 instead of negative
only 4 food is exported instead of 17 (=30-13)...
I have a settlement that has a surplus of 40+ food, but exports only 16 into the network. Why could this be the case? Does leveling the caravan network help in this case? Does it have limited export capacity?
The sharing of resources is badly explained in the documentation and not touched at...
You need building materials to build industrial plots that gather building materials.
You cannot get building materials from another settlement without caravan services, which also require building materials.
How to get out of this vicious cycle?
I've taken the Vault-Hub to the store with Jake and started the dialogue. He says "let's watch what happens when we bypass the crappy receiver from Vault-Tech" and stops. The scene zooms on me, apparently waiting for the next line.

I have a similar problem as you (can't do anything with terminal nor make Jake use it) and had a clean start with SS2, so I guess we can rule your hypothesis about not starting with SS2 out.
