Several weird results: power produced in excess yet not exported total power in network is not calculated water surplus is 0 instead of negative only 4 food is exported instead of 17 (=30-13)...

    You need building materials to build industrial plots that gather building materials. You cannot get building materials from another settlement without caravan services, which also require building materials. How to get out of this vicious cycle?

    I have a similar problem as you (can't do anything with terminal nor make Jake use it) and had a clean start with SS2, so I guess we can rule your hypothesis about not starting with SS2 out.
