Just going to confirm OP's issue. Interior plots are extremely wonky and tempermental, and pretty much never work for their intended purpose without something like Place Everywhere to force them to.

Interesting tidbit - The original design docs for the quest actually called for the LPP to be a useless McGuffin. You'd find a broken one, hand it over to Gremlin, and that would be it. Having a firing version in the game is something I wasn't even told about.
If there is a way to change defaults, I don't know about it either. But I'd like to, so that I can make everything default to concrete foundations but farms (dirt), and make the default power poles for everything but residential (so they can get some sleep) into lamp posts.
