I've noticed many city plans are from contest and are pretty overcrowded. Several I noticed to many plots extremely close to each other, and sims getting stuck in them. Some I had a hard time trying to navigate them.
I would be nice if some contest can be more for less complex city plans, but...
The plots stay, along with the settlers. But they get marked as prisoners. If you take it back, I think is becomes a outpost, and by default it turns most into martial plots (there is an option to keep all plot types).

It is random. It can be a resident plot, sometimes a commercial. cost is suppose to be off on all. City plans are a bit different, like all plots can get lvl 3, but the city stays at level 0. It some plans, It needs to place more plots (like entertainment) to upgrade, but it will not do that...
