I think I'll skip Conquerer until I get back into the groove. And I'm using Ground because the settlement is getting a Dam built thus I'll need to raise the water level.
I didn't see if VFX Foundations had an actual water tile but I may have missed it.

My plan is to hold off on Bethesda for a few days yet. I'm working on version 2.0 which will streamline some stuff as well as fix up the mistakes I made. Well, the ones I know of lol. But no worries, it IS coming to Bethesda soon.
I made a few fixes and updated it. I also checked and the only mods REQUIRED should be Sim Settlements and Rise of the Commonwealth. It's available as both an esp and esl on the nexus. Now I just have to learn how to get it onto Bethesda.
