I don't think I have your fix. But I just wanted to add some info in case it ends up helping. I was experiencing this, only with Sanctuary, when I updated the ReGrowth Overhaul to 10.0. I had to roll back to 9 and it solved it for me.

So, I am a programmer (as a career) but I've always been a bit too lazy to help out with Sim Settlements. However I can't go back to pre-SS Fallout. I'd be more than happy to be part of what ever needs to happen to get Sim Settlements 76 going, when (and if) the time comes.
It also looks like it may break some things. I'm setting up vanilla caravan routes that keep and they randomly breaking themselves. If you go to the posts on Nexus it looks like another user is also seeing this.
Thank you for the spoilers! That is WAY less space than I was expecting. I guess I'll wait till level 3 and likely end up building up rather than out. Or maybe I'll relocate to the emptier regions of Sanctuary or Grey Garden.
So do you keep a list of who is already a leader? I imagine I could forget after a while, I have a lot of leader packs... probably around 30 unique leaders now.
I'm not sure this will help, but I eventually became a premium member of nexus mod, with the life long plan. My DL's from them are much much faster now.
Thanks for the info! Is there any where clear/unused around level 3? Perhaps on the roof? If I can I'd rather relocate than just scrap it all. Is there anywhere I can see spoiler images of it?
Maybe I'm simply misunderstanding the feature, but I could have sworn in my last save game I would only see the leaders currently living at a settlement when I went to assign someone. Now I believe I see almost every leader (or almost everyone), sometimes even people I'm fairly sure are already...
I noticed at level one there was nothing in it, not even early support structures like the barrel tables you see in other settlements. I decided to build myself my own personal workshop in it. Does it get filled in at later levels? Do I need to start removing my stuff?
You probably did! Some of the earliest advice I got in my career in web development was "you can't make people read". I guess I'm the people this time.
But yeah, I think the optimum solution would be to save the city level and let players reset it to zero if they want. You could still give...
I had McCreedy at Abernathy and I tend to move leaders away from cities at around level 2 since 3 takes so long. I noticed that after I became the leader the town level became 0 and I wasn't able to refresh the town. The former I assume it a bug, the latter I assume is a missing feature.
That is odd. I had trouble with sending normal settlers around back during 3.0.1.
Try sending him to Red Rocket and see if he can be they mayor there. If he can send him back to Sanctuary and try again. Maybe send Codsworth somewhere else in the meantime.
Codsworth is there and should work right away. Preston will give you a quest to help out a settlement, normally tenpines bluff. Help them and return to preston and he'll become a follower.
The real question is why can't dogmeat be a mayor?
I thought they took too long too... at first. But now that I have about 10 settlements chained together and have been sending settlers from "Settlers of the Commonwealth" to pitch in they grow far too fast. I'm hoping down the line we get an option to tweak this.
So, I'm aware that gath's original plan was for each module to work as a standalone. But I was wonder if there were any plans to allow RotC and IR to play with one another out of the box. I know that you can manually use both, but I noticed all the Industrial plots in vanilla RotC aren't advance...
Is there any reason that level 2 Hangman only produces 20% water where as all other settlements fulfill all 3 needs at 100% from level 0? I just haven't noticed this with any other cities. Thought I've only seen Sanctuary, Abernathy, Grey Garden, Sunshine Tidings, and Hangman.
I don't want to manage their needs, like I said I know it's a cosmetic bug. Just pointing it out. They're happily ignoring the water "shortage". I just noticed in 9/10 settlements all the bars fill up right away, this one didn't: bug.
