Same thing happening to me. Also "leaders" are totally nonconclusive. Where they are, why I can assign them or not... I just don't get it.
But the shops not having shopkeepers is frustrating.
Am I missing something: In SS1 building a city plan would recover scrapped stuff it needs to make sense. Is this gone in SS2 or hiding in some option?

Heh, well, it's true. Actually, for me, as soon as I play something else like TD2, Skyrim, ES, ... you name it: There is always that moment when I want to start up a settlement blueprint and am just feeling the void. And then I go back to FO4 and SS. :D

If I assign a minuteman manually, it just get's auto-reassigned to something else. Workshopframework doesn't help at all.
I vaguely remember an option to leave manually assigned settlers alone, but I can't find it.

I might not be able to help directly, but a) you found this forum: Take some time and look at the various sections, as there are some helpful ones availble. Also, don't neglect the search option and b) There is a sim settlement supporters channel on discord. I see a lot of people getting help there.

How are you people doing this? (It was great fun, though).
Come to think of it: Maybe there's actually an obvious "upgrade theme" path in all of this:
- Level 1: A quickly established and secured base with defence positions made from sandbags and deployable walls, concrete or metal. Maybe a simple heat and light source like a fire-barrel.

My first attempt at a BOS sanctuary base failed utterly. As much as I love my own idea, I guess I need to hope that some pro's actually consider it time-worthy. *sigh* I'm not giving up on learning to create city plans, but for me, the baby, wife, work, household always win vs computer-time...

I think it would be really cool to have settlement plans available (yes, I know those take a long time to do each by itself. Tried myself and failed somewhat - so far) that depend on the players faction choice:

That's awesome. Also: switching to manual upgrade and staying until the upgrade is done seems to have helped in regards to "not messing up a settlement that was ok". Upgrading by itself does not clean up messed up settlements, though. Refresh settlement does, though. Saved like 4-5 ones that...
