    Same thing happening to me. Also "leaders" are totally nonconclusive. Where they are, why I can assign them or not... I just don't get it. But the shops not having shopkeepers is frustrating.

    I might not be able to help directly, but a) you found this forum: Take some time and look at the various sections, as there are some helpful ones availble. Also, don't neglect the search option and b) There is a sim settlement supporters channel on discord. I see a lot of people getting help there.
