    It's much simpler than that with Sim Settlements. You just go up to the Workshop, hit space, and you'll have an option to manage the build limit.

    You'll need to change the building plans individually to change the tech level (if there is one available).

    I wouldn't start moving plots around in a city plan until it reaches its final level, but after that, you should be fine. Before that, you can always change the design that a plot is using or even change the plot type entirely. To do so, go into the ASAM menu and pick "customise plot".

    In case you didn't already find it, the message "SS2_Explanation_Disaster_Desertion" has the title "Disaster: Dissertion".

    I believe that the various events have an eventual timed end, just in case of problems like that hidden fire. I've passed on both issues to the bug board.

    Bearing in mind that I have only a basic grasp of how power really works. I think the issue here would be that you can only have one municipal power pole working at a time. So, each time you built another power plot it would mess about with your power network.

    After running through the V75 Ch2 quest I noticed that I wasn't getting any Tattoos either. Checking the CK, the gunners there are in a custom faction (not the vanilla gunner faction) which the bounty trait wasn't set up for. We might need to add some extra factions to the trait.

    Yeah, many of the custom NPCs still need their clinic scripts setting up correctly. Clinic interactions are surprisingly complicated little suckers.
