I just updated to Workshop Plus v1.0.9 and went to Abernathy Farm, when I looked at Mr Abernathy and Lucy they have the R) option to track items but Connie didn't.

The question that I have now is, are the new Civilians which are pre-populating the settlements valid targets for these kidnapping quests? If not could that be why the game is choosing whatever non-hostile creatures it can find to be the victim?
In my Abernathy Farm I also got the Gorilla cage but there was about an 80% overlap with a mushroom farm. So somehow it appears to be adding extra plots.

Had to rescue a molerat for a settler at Starlight Drive-in from the BackStreet gang, couldn't talk to it to progress the quest but I actually left the building before using 'setstage MinRecruit02 150' to advance the quest then fast travelled back to the settler to let them know their 'friend'...
Back to the original problem.. game freeze on exit. Just tried console command 'qqq' to quit to desktop (no save, no menu) and it froze. Waited for 30 minutes before ctl-alt-del and signing out. This is with with version 4.0.0a of SS3in1 and SS:C.
Started a new play through with Conqueror 4.0.0a and Sim Settlements 3-in-1 4.0.0a, and Carla seems to be playing nice with Preston and the rest in Sanctuary.
