They are a part of the vanilla game, however, they are not a part of the workshop menu normally, unless added in by a mod. However, all modders have access to use them via the creation kit.
With RotC, the plans currently use the design of the vanilla settlements and what can be scrapped in vanilla. When the city is building itself, if an item has been scrapped that normally shouldn't be, the city plan will add it back into the settlement. Until the API toolkit is released and more...

Should, Etheron, who is the author of Vanilla Extensions, actually works quite a bit with SS, as well, he's allowed the add-on authors of SS to use his assets. So I'm sure he's working on a fix for the conflict.
Currently, we're not entirely sure how well VR works with SS. Be sure to let us know though.

Since downloading the patch have you refreshed the city? I believe that is one thing you have to do. As well, it takes 10 days for the city to upgrade from level 0, to level 1. As well, sleeping/waiting 10, 24 hour periods, actually won't completely count towards the time required for it to...
Hey Aki, that's certainly not good. Have you tried a hard restart of your Xbox? Hold power button for 10 seconds (Until it powers off) -> Unplug your console for about a minute -> Plug your console back in and power it up.
May be some weird thing going on with your Xbox's cache.
How did you update from 3.0.0 to 3.0.1? If you used NMM to update, it's likely it botched up the update. A manual install may fix some of these issues.
You should be able to scrap the plot in build mode and then lay down an advanced industrial plot, however, it can look a bit finicky if you don't have Place Everywhere in order to correct positioning it.
