Question [Bug] Soliciting Saugus: Bellow's Forged are aggressive to NW Raiders (who patrol the nearby bridge)

After we fought off the Minutemen, a pile of Bellows' Forged went tearing off over the hills at some Operators who were hanging out on the nearby bridge. I've finished the main NW storyline, so I have Pack and Operators showing up randomly in the Commonwealth. It looks like the little band of "honor guard" Bellows has with him during these quests are hostile to the NW raiders.

I can't speak to Bellows after looting Hugo to finish the quest, because he's in combat, and I can't shoot any of the combatants without causing more issues, so I'm hanging out here watching hoping they give up or run away or kill each other or something soon....
 
Which is an interesting workaround, but doesn't solve the underlying problem. It happened again, after Defend Dunwich - Bedlam got sidetracked on the way to Saugus by three Operators on the bridge and ran off after them. They probably shouldn't be aggroing to "my" Raiders, right?

Is this an unsolvable issue? Is it required that I mow down any of my NW gang members who get tangled up in Conqueror quests?

I also noted with interest that only ONE of the three Operators seemed to offend Bedlam. Once he was dead, she, and Maul, and You Guy and the whole procession, went across the bridge and ignored the other two.

Are you saying this is intended behaviour?

It's not unsolvable, but getting factions aliases working correctly for that branch of quests was difficult to say the least.
There is usually no issue with other quests and NW raiders.
You can also have gunners and generic raiders on that bridge which will bring about the same issue anyway.
 
Which isn't an issue tho, because any Gunner or random Raider is fair game to the player, Jammer's Raiders, and the NW raiders. They can be turned into a red mist with no issue.

It's somewhat counter-intuitive for the player to realize that they can, let alone should, whack their own NW raiders, if they've progressed that far in the expac.

There's always - okay, usually - a workaround to any weird issue. But the only reason i post them here is not to get past them in my own random Test Playthrough # 765, but to solve them as a whole for the system in general and the community at large.
