Solved Can't Get Sim Settlements to Load At All

Hi there!

(Apologies ahead of time for length -- I tried to be as thorough as possible, and break up information so it's easy to hop through different parts of this post).

I've spent all of last night and most of today trying and failing to find a fix for this. No matter what I do, I can not get Sim Settlements to load into my Fallout game. I currently have an older version of the game, 1.10.138.0 with all DLC & the Creation Kit, and haven't been able to find if I should download an older version of the mod to support this?

I am using Vortex for my mods, and most of them work just fine. (I also can't get the Unofficial Patch to work for some reason, based on the load order list found in-game). I've started double-checking the load list from the mods menu in-game to see if certain mods are loading (despite showing as enabled in Vortex), but can't get them to work. I've seen some recommendations to swap to another mod manager (I don't remember the name off the top of my head but it's a popular choice), but I honestly really like Vortex because of how user-friendly it is, and how you can manage mods for multiple games with it, so I'd rather stick with it if possible but will change mod managers if that is the only solution.

I've watched videos, scoured threads/boards, and tried every solution I could possibly come by, but nothing has worked so far.

Here are some solutions/steps I have tried thus far (that I can remember, I've tried a lot):

  • Checked load order through in-game mod list to see which are enabled/disabled. I have tried launching the game without ever loading this as well, in case it might conflict with Vortex for some reason. Almost every single time, SS (and the Unofficial Patch, for some reason) are disabled despite being enabled in Vortex. If I enable them through the in-game load order and let it reload the game, they are automatically disabled again.
  • Check every load with the "stopquest kgsim_simsettlementparent" and "startquest kgsim_simsettlementparent" commands. These always result in the "Compiled script not saved!" error, which as far as I can tell through researching online means the mod simply isn't loading into the game.
  • Multiple "clean" saves. I have tried multiple "clean" saves, though this doesn't seem to apply to me since the mod simply isn't loading into the game in the first place. I will leave the museum, save, disable or fully uninstall the mod/s through Vortex, relaunch, save again. Exit, reinstall, launch again -- still no mod.
  • New game file. I gave a new save a try. Tried running the stopquest command, still nothing.
  • Various installation methods. I have tried installing manually and through Vortex, with each of the following configurations: Base mod only, base mod + individual addons, 3-in-1. None work, and still show disabled in the in-game mod list.
  • Various launchers. I have tried using the base launcher, F4SE (using an older version to support my current game version), and even another Nexus-offered launcher I saw recommended on a forum somewhere. None load with the mod enabled per the in-game mod menu. (this also applies to the Unofficial Patch as well.)
  • Added Fallout4custom.ini file. This seems to be an older fix from before mods were officially supported in Fallout 4 (so far as I can tell), but I manually added it anyway. Still nothing.

It's not game breaking to not be able to use this mod, but I love the concept and was really curious to see how it played out. I love making settlements but they tend to distract me from the rest of the game, and I really like to just focus my building on a few select settlements instead of trying to get them all up to par. I also usually play on console, where I haven't played Sim Settlements because (if I remember correctly) of the size limitation for installed mods. I'm no stranger to computers or even installing mods/etc, but have always had older/weaker builds/laptops so have never been able to play games like Fallout 4 etc on a computer. I recently bought a new laptop that is capable of running games and am really excited to play my favorite games with mods, but this is the biggest setback I'm having.

You need the new game version.

There are ways to mitigate this issue but google is better than me here.

your issue is any mod made with the new CK will not be compatible with older versions of the game.

You maybe can edit headers with fo4edit and get things to run or use older versions of the mod. maybe?
 
@RayBo I was worried that might be the issue. I'll look into editing the header (since even if it causes issues and I have to uninstall the mod I'm just back in the same boat) or getting an update. Thanks so much for the quick reply!
 
UPDATE: Fixing the mod header did not work for me, but an older version of the mod did! I'm able to use it, and thus far have had no issues. Currently, for game version 1.10.138.0 I'm using the following versions for the Sim Settlements mods (in case anyone else uses the same version/wants to try the fix):

Sim Settlements 3.4.6
Industrial Revolution 4.0.1
Rise of the Commonwealth 3.4.6

The Industrial Revolution expansion didn't line up with upload date/version number, so I just picked the version with the closest upload date (Oct 2018 for SS and Rise of the Commonwealth, and Feb 2019 for Industrial Revolution). So far, after a few hours of gameplay, there's been no issues, and I've even installed other building plans!

It's not game breaking to not be able to use this mod, but I love the concept and was really curious to see how it played out. I love making settlements but they tend to distract me from the rest of the game, and I really like to just focus my building on a few select settlements instead of trying to get them all up to par. I also usually play on console, where I haven't played Sim Settlements because (if I remember correctly) of the size limitation for installed mods. I'm no stranger to computers or even installing mods/etc, but have always had older/weaker builds/laptops so have never been able to play games like Fallout 4 etc on a computer. I recently bought a new laptop that is capable of running games and am really excited to play my favorite games with mods, but this is the biggest setback I'm having.

I have the same game version and everything. Is your mod still working? and are you able to use mega pack year 1 2 and 3?
And could you please help me with your download links for the ones you're using.
