Question Upgrades with no maintenance

I have a particular play style and what I want from this mod is:
- Settlements upgrade by themselves without any of my input, all I do is assign a leader
- I just want pretty settlements (Level 3) that get built while I'm away

My main problem is that the settlements aren't moving from Level 0 after I assign a leader. I've got leaders in Sanctuary, Sunshine Tidings, Red Rocket, and Starlight Drive-In. All of them say "Upgrade Scrap Collected: 100%". To increase happiness in Sunshine Tidings I built a bunch of gym equipment, gave them lots of drugs, and Nuka Cola, but the happiness won't go up to 70. And the happiness level shouldn't matter anyway because I set Citizen Needs Requirement to OFF and City Supply Costs to OFF, with the holotape on my PipBoy. In another settlement I tried setting the Happiness level to 80 with console commands, and setting the Happiness Target Value to 80 as well. I sleep several 24 hour cycles after any changes I make and wake up to empty wooden structures, with nothing built on them but empty plots.

What do I need to do to just have the settlements get built by themselves, with leaders, ignoring the happiness and resources requirements?
 
Do you have all the latest versions of the game, SS and Add-ons? Always the first question. Sometimes we cant see the wood for the trees.
Is your F4SE the latest?
Are you starting a new game?
Have you uninstalled mods during your recent play through?
Are there other issues?
Do you have any no no mods? (Mods that will screw up SS)

Here @RayBo has given an excellent flow chart for people to follow and specifies certain mods that are a no no, or to have a different position in the Load Order.

I also highly recommend @RayBo's video regarding Fallrim Tools check. (Check that the gremlins haven't taken over your scripting)
 
Yeah I have the latest Steam version of Fallout and latest SS. If by Add-ons you mean the DLC's and other mods, then yeah, also latest versions.
I never installed F4SE.
It's not a new game, I added SS and then just loaded up my save file.
I don't have any of the no no mods, here are all of the ones I have:

you could try this command - but i honestly don't know what detrimental effect this might have on your game; or even if it will work;

That should unlock the next level of the city - but - use at your own risk.
 
Ok so I tried that console command in Tenpines Bluff and it asked if I'm ok with the upgrade exceeding the build limit, I said ok, it took me to the air and indeed upgraded the settlement. The problem is that it just built more things, but the residential/agricultural/etc plots are still empty. I have auto assign ON, and when I walk around I can see that most settlers have assigned positions. It's just the plots are empty and aren't being built at all. Any idea on why?

umm, no idea.
from what you've described, that game sounds broken to me. console commands - such as those you entered to mess with happiness could have borked up the game - who knows.
however it certainly seems that your game is unwell.

Now my bottom line upfront -
"You need to restart your game to do this."


Use the prebuilt system as KG uses in this video.
Do it exactly like he does and "Select Level Three" while in the vault. Depending on your computer this can take a long time. I recommend you "test" your system out with maybe half of the settlements prebuilt.

Just that easy.

Now careful, you need to decide if they will be neutral or hostile.

Is there a way for to just fix the plots not being built? I really don't want to restart the game, I've made a lot of progress already that I don't want to lose.

I'm thinking of just using the Level 0 structures that the settlements have built and then manually adding plots again because when I added just the plots before (without a leader or city plan), they worked fine and built instantly.
 
Yeah that didn't work. Deleting a plot that was put there automatically, and then manually placing the same plot on the same spot and manually assigning a worker to it doesn't make them build it. But putting a plot anywhere else and assigning a worker makes them instantly start building it. Oh well.
 
I hear you, regarding not wanting to restart a game. But. To make it all work, you have to.

I know I battled many things in an attempt to get things to work mid game, but all resulted in the same symptoms you are describing.
I must admit, I just restarted, set player level to the level I was already at. (Spawned in the gun I wanted, to ensure death to everything I had already encountered), then just stormed round the place to get where I had been before.
The best bit was avoiding being bitten by a "something" in Curies vault. (Save, try, reload, retry reload etc). I know its cheating a bit by levelling up, but I just didn't want to go through it all again from just having a naff gun.

Then, as I romped around the Commonwealth, my settlements were working, building up correctly with plans etc, so I was a happy bunny.

It is the only way forward for your game, if you want it to build as intended. (Restart that is). But it will pay dividends when the plans work for you, and they just build up in the background as you explore the wasteland. (Assuming you set all the right settings in the holo-tape as you prefer)

You will also of course, have up your sleeve, tactics that you used to defeat certain enemies along the way.

The only real draw back to this approach, imo, is the memory den stuff, if you have already done this. There appears to be no quick way round the memory sequence stuff. To me, its a tedious journey regarding this, but, its a necessary evil.
