Question [BUG] Stuck on vassal missions

I'm on the first Vassal mission and raiders keep getting stuck in a loop of attacking settlers that are labeled essential. Trying to use console commands to finish the the quest does not count the settlement as conquered.

I've seen that happen a few times in some of my games and it takes the player putting one round into the settler to make the settler count as down. For some reason if just your Faction peeps drop an essential, they don't count as down until the player plugs them one.
With executioner on, that's sort of an end-game solution. I think you can disable that perk in the MCM menu.
