Question can't take vassals and friendly civilians/ hired guards

I can't get past the 'kill remaining enemies' part of the quest because the settler and civilians' health bars won't go below half hp, even with kill and kah commands. I've tried attacking multiple different settlements but the same thing happens

I'm assuming you have all the latest versions of Workshop Framework, SS, and Conq, yes?
I haven't seen that before in my games nor in the beta testing.
Are you using a Faction Pack or Jammer's gang? I know that some of the faction packs have been sort of left behind by their authors.
Which factions were you attacking? Any mod-authored packs?
Trying to get more information to help narrow down the cause.
