So I updated the mod as I was starting a new run through got to the museum and the holotape isn't there. I tired changing the load order but it wouldn't let me so I tried the mod solo and still doesn't appear.
 
Hotfix 4.2.2a is up! If you started a game with 4.2.2, the holotape and sensors in the Museum will NOT spawn. You will need to manually spawn the holotape via console (on Xbox use the mod Sim Settlements Cheat Holotape).

Alternatively, you can reroll your character with this new hotfix and the items should correctly spawn.
 
So I install the mod Sim Settlements v4.2.2a the holotape and sensors is not in the museum, even I start a new game is still not there.
 
Try this
"Uncheck Sim Settlmeents and any expansions or addons of it from your load order, also uncheck HUDFramework - because it sometimes interferes with startup. Load your game and make a save outside of the museum. Now check in Sim Settlements again and load that save - the tape should spawn where it belongs. Once you have the tape, load it in your pipboy to get the unlock message. Now save again, and re-enable HUDFramework."

Can you put the link [HUDFramework] there are five of them, I don’t know wich of them should I install.

Uituit I already follow your instruction the holotape still not there. Do I need DLC for this mod? or do I need to complete the main quest?
 
No DLC is needed and no quest are needed apart from getting out of the vault.

Make sure the mod is activated in your mod manager.
Did you try the manual install?

If you have MCM ,you can use that to create a city planners holotape.
 
The most common issue people run into is that their game client is not up to date. Bethesda recently updated the Creation Kit and it makes it so that any mods saved in that version require players be on a fairly recent build of Fallout 4.
