Question Certain objects not building during city construction

I'm having a weird issue where some of the objects that are supposed to be building at settlements during city construction are not showing up. At Tenpines Bluff (I forget which plan it was) the generator that is part of the city plan did not appear, and now at Starlight Drive-In, where I'm using the base ROTC city plan, the settlement upgraded to level 1 while I was away and the big sign out front isn't there, but there are some objects levitating in mid air. Refreshing the cities did not work, and I'm at a loss of what to do.
 
Might be worth adding some screenshots to illustrate what's missing. Someone may then be able to identify the problem more easily. Just a thought, when said the big sign out front. If you mean the big billboard that's there from the start, it could be a disabled precombines issue. Do you have any scrap mods installed?
 
NDCowdy I'm not using a scrapping mod. Here's a screenshot of the missing sign at Starlight;

As you can see, there are objects hovering in the air that are supposed to be attached to a sign that the settlers were supposed to build when the city upgraded, and I can't just delete them because the game won't let me.
 
With the items that are showing it does look like it stopped building before the plan was finished. Not sure why it would do that, and would expect a refresh to work if that was it. Which plan is it? It could be items accidentally left in when the designer was levelling back?
 
Im sure I had the same problem once before. A long time ago. I put it down to the fact that i had previously used scrap all at Starlight. Built my own city up, then when ROTC came out I simply scrapped all again and tried to use the city plan. Epic Fail. So I restarted the game etc, and all was ok. I know this doesnt help you at all, just saying it could be something to do with scrap all or other scrap mods!!
 
I have noticed a few missing items on plots lately.

Sometimes when the plot builds items are missing and you have to use refresh plot to make them appear.

Like the Lower Level Chem Shop level 2 is missing a table/counter and the items are just floating. Not sure if that is a plot issue or an asset issue.

I vaguely recall an argument between modders about using Mama Murphy's chair for something and editing it rather than making their own custom asset. That way other people could use the base one or something. Basically doing an item overwrite instead of creating a new one.

It could also be possible you are missing that asset completely somehow. Like if the asset came from the big item library thingy people use for the contests (I forgot the name because I stopped using that huge ass library for killing my workshop menu times.)
