Solved No faction packs showing up in war options

Ok so here is the deal I installed a few of the faction packs started new game open up conqueror war options to find none of the faction packs I installed are there. Only the basic three. As far as additional mods I mostly have all the sim settlement mods enable as I wanted to do some testing before starting a new game. I reinstalled basically all the sim settlement mods at this point and redid my load order through loot about dozen times. Also im using f4se.
I appreciate any help

Various factions will likely have things that should happen in order to unlock them. For instance I know that with Atom's Glory you need to go to a scrap yard and there take Atom's test, before you can start setting up your empire. I didn't know there was a basic three, these may just be the few that don't require unlocks. I think that the core Conqueror just includes Jammer's raiders who are unlocked via Jammer's quests. If a faction has unlock requirements I assume that it will let you know somewhere on its mod page.

NCDowdy, just an FYI, all installed faction pacts will show up in the initial Conqueror setup screens. You are correct that you will not be able to actually claim vassals and outposts until the quests objectives have been completed for some of them.

Scotty, the one thing that jumps out at me right away is the Workshop Framework needs to be before SIm Settlement in your load order. Fix that and see if that resolves the issue.

Oh yeah, I'd misread the question. I was thinking about the options that come up in the warplanner desks.

Hey yall, thanks for the help . I eventually figured it by moving ss and sc to the bottom of my load order. Which I must say was not easy in vortex.
