Solved Vanilla settlers and Outposts

Is it normal behavior to not be able to send vanilla settlers to an outpost? I seem to be able to send them to vassals, but not outposts. If this is the case, should I be expecting civilian recruits instead?

I am really struggling to get the happiness level up at my main HQ to upgrade the city plan. Could this be related to having my warriors working plots due to a lack of civilians?
 
It is normal behavior. Your outpost is for your faction only. If you're a Raider, you can enslave some peeps. That's the only way in Jammer's quest line to get non-faction peeps to run stuff at your outpost.
Or make Robots if that's unlocked.
Do NOT have your raiders farm. They hate that and your happiness will plummet.

To get going, I turn off the option to lock recruitment if your outpost isn't receiving enough goodies. Once I get three vassals, I turn it back on to keep me honest and to balance out what my vassals are producing.
 
While probably not the intended behavior, I did confirm that if you use moveto player in the console to move a vanilla settler into another settlement you can then use the workshop move command to assign them to the settlement you are standing in. This works regardless of whether it is a vassal, outpost, or vanilla. Just one way to utilize those extra settlers.
