Question RotC bug: Plots

I've set Oberland, Greygarden, Somerville, Sunshine Tidings, and The Slog to use RotC plans. Everything seems to work as intended at first. The cinematic plays, the city builds, and all plots get placed where they should. Settlers move in and get assigned to plots as they should. That's where everything seems to stop, however. None of the plots will develop. One or two occasionally might get some scaffolding, but it never goes farther than that. If I scrap and replace a plot, such as an agricultural plot, it will actually develop as normal. This is problem is leaving these settlements at level 0, with plummeting happiness due to no food or beds. Does anyone have any advice?

More of a play style solution, but I always develop two locations with manual plot placement and settler assignments.

One is a agricultural and water super Settlement. The other a resource and materials with extra happiness plots. Then auto connect with supply lines and they compensate for the ones that are automated by ROTC until they get going or I want to tweak them.

Just how I do it for large stretches of the game, until I am ready to modify / balance the entire network to my liking..
 
I believe that the ROTC cities are much more dependent on each other than the contest plans, which are standalone designs.

So the wisdom of having a couple cities feed the ROTC ones till they get going is key to their development.

It does sound odd that in the original post that plots don't build without being scrapped and rebuilt. I'd normally check if it was a patience issue but as they several city plans have been built that they should have had plenty of time. I wonder @pfshfine if you could post a load order (in spoiler tags) someone might be able to spot if there are any conflicts. It could still be a script lag issue, with it just taking ages to get around to setting up plots.

Patience.... some plans at foundation level has a place marker, not necessarily a plot "yet"... maybe we need to know which level we are talking about - sounds like foundation...

Ok, so, I'm pretty sure it isn't a lack of resources for the settlements. I have quite a few (18ish?) manually built settlements, and all my settlements are linked by robot provisioners out of the mechanist lair. Many of my manually-built settlements have surplus food and water to provide for the 5 RotC settlements I have going. The problem I'm getting is that none of the plots placed by RotC will build anything on them. Residential, agricultural, commercial, martial, recreational, interior, or standard, it doesn't matter. They just remain level 0 plots, which keeps the whole settlement at level 0, as well. I check in workshop mode, and they have settlers assigned to them. Sunshine Tidings, for example, has 15/15 settlers. Every plot, job and residential, has a settler assigned. It's just that nothing will build on said plots.
