Question How to get settlements (and plots) to upgrade?

Hi. I am super excited about this mod, and I have the 3-in-1 installed and I have had no bugs. But I do not understand how to get both plots/buildings and entire settlements to upgrade. Is there a video or wiki article about this topic?

My first settlement is 100% ready to upgrade and I have the mod set to upgrade both plots and settlements manually. (In fact, not until I see it.) Now my first ever Sim Settlement is ready to upgrade (it is at 100%) but I don't see any command anywhere in the HUD or the City Desk to get the settlement to upgrade. And I can't find a video specifically about this topic.... can anyone help me?

Also, do plots only upgrade when the whole settlement is ready to upgrade?

Thanks. But yeah I had watched that video before and the other intro to SS video and all the advanced videos for RotC. But none of them mention the basics about upgrading, such as a I asked above and a couple ones I have had since then, is there a difference between "City Upgrade" and "Building Upgrades" and also "Do buildings upgrade before the city upgrades?"

I did find, under the SS intro videos a video or two specifically about upgrades, so I am watching those. But, frankly, for those of us who did not play SS before RotC was added , the info about upgrades is not easy to find, and I wish kinngath knew that, because in all his greatness in making the mod and the videos, newbies to this whole thing do not get good info about a basic concept (upgrades) through the info pathway that I took.
 
And one thing I did find out in the wiki is that there is a minimum 5-day period (in-game days) before a plot will upgrade. This waiting requirement is barely mentioned in any video that I have seen (including SS Tutorials - Upgrades and Requirements).

So when a newbie comes and he checks out the city status on the City Desk and it says 100% ready to upgrade (and the Quest Tracker says the city is ready for upgrade), then he wonders why the city is not upgrading and thinks he must have messed up the game settings, either globally or locally or both.

For plots and cities to upgrade you need all food/water/defense needs met and 70 happiness to get level 2 plots and level 1 cities. Then 80 for level 3 plots and level 2 cities and 90 for level 3 cities. You also need 100% scrap collected for city upgrades. You can check that at the supplies safe on the CP desk.

thanks very much! I understand that better now! but also settlements need a passage of time before they can upgrade, even when all the things you mention are fulfilled
