Solved Codsworth Dismissal

After killing the settlers in Concord and helping Jammer, I've tried assigning Codsworth to Red Rocket Truck stop, but he never leaves Sanctuary. I've enlisted him as a companion as well and tried dismissing him there but he still goes back to Sanctuary. This only happens when I kill the settlers in Concord.

It is a common glitch with Codsworth. It really doesn't have anything to do with much else than being really buggy in the vanilla when trying to get him assigned. Vanilla, modded, or both.

After 5000hours all I can say is in some saves "he is better - sometimes not" when it comes to his assignments.

I will say I have had better luck with him in two ways.

Use AFT on him.

Wait until later in the game and his "funky-AI" seems to clear up a bit and assigning him seems to work better.

Lastly, trying too many of the standard AI console commands on him or other companions / glitched NPC' like the vault-tec rep / level 4 merchants only makes it worse.

I just wait a bit between trying and have near 100% success in eventually getting them to do what I want - where I want it.

Codsworth is a curious case. Even in a vanilla game he will return to that spot outside your old house when dismissed (and even when assigned to a provisoner route, he will stay there with his new pack brahmin). There's something about the (main) quest that keeps him there. (Things either change once the Quincey Five get to Sanctuary or when you complete First Steps I believe.) This is the point I think that he will work a provisoner route and actually leave the settlement.

You could also try making him the leader of a settlement, then use the town gavel to get him to the settlement and see if he will stay there. He won't stay assigned to the desk, but he may stay at the settlement. If he does, you can keep him as a leader or not. I can't quite remember the results of all tests when I was trying to figure him out.

Another curious thing about Codsworth is when does he count towards Sanctuary's population? He doesn't when you first unlock the workbench. Check your workshop numbers: 0 pop. If you dismiss him and cancel destination, he returns to Sanctuary and still doesn't count in the population numbers. (if he did you'd get the robot happiness penalty, right?)

I sent him to the Mechanist Lair once via the assign leader function. He never counted towards the population there.
 
just another quick note about Cods: if you can get him away from the house, he will work plots, but he does the unassign himself when you return thing.

You will have to reassign him each time, but he will continue to work the plot while you are gone. When you return, because he craves attention, then he will unassign and make you boss him around again.

However, he will reliably stay assigned to a vanilla provisoner route. If he won't move from the house, at least he can stand there as a provisoner and still be useful and annoying instead of just annoying and annoying.
 
ok i think the fact that you didnt do the initial quests with him is going to play a part here.
i'd recommend you go back to coming out of the vault, do the codsworth bits - he will send you to concorde - do the murders of those desperate folk who only want a helping hand, then come back - he asks you about what you got from concorde and at that point - he's available as your companion and you can do stuff with him.
