Question Conqueror without pre-build?

Here's a (maybe?) dumb question. How do vassals and outposts work when doing a playthrough without any pre-built settlements? I've only played conqueror using pre-built.

For example, if I vassalize a settlement that is unbuilt, will it still recruit settlers if I manually build everything, including a recruitment beacon? Or do I need to get control of the workshop and manually transfer settlers there so that there will be workers available after a vassal raid?

I'm looking to add some mod added settlement locations and would like to build them up manually as vassals to support my Children of Atom playthrough.

I've only recently dived into conqueror, so still working things out myself. But I believe it was talked about being something that you could either use from the start or to kick in once a play-through got old and tired (i.e. turn on your own built up settlements). I don't think you can vassalise a settlement unless it has been built/ settled, I know in my current play only settlements with plans on them are available to attack. Even those with vanilla populations don't appear to show unless they also have a plan built. You can take an un-built settlement as an outpost by building a war-desk I think.
Edit: Just found my own comment to be wrong. A settlement just appeared as an attack option after sending a companion there. Had previously noticed that Greygarden was available to attack with a city pan and not without, but thinking about it that city plans wasn't counting the robots as population for some reason. As I say I'm still finding my way.

The Conqueror menu does have an option about whether or not to let vassals level up or not and beacons still seem to be working (as in picking them up in game). I've just not had a chance to see if they are definitely bringing in new settlers or not yet, maybe someone more experienced will know for sure.
 
Almost all of my Conqueror playthroughs have been without pre-builds. Everything works just fine BUT if you conquer vanilla settlements (without taking control) it is hard to keep your peeps fed. Giving them food works, but the micromanagement of the new Soldier Needs can be a bit too picky. Thankfully there are enough vanilla settlements with people + just need a few more (10+ at this point) for the quests to continue through to the current build.

Seems to be working great! I've only tested it on mod added settlements in Far Harbor, and the only thing I noticed was in order to capture a settlement as a vassal there had to be at least one settler there. I don't know if that is an intended SS mechanic or not, but it makes sense to me. The settlements I've tried automatically makes the workshop available when you get near it, so I just set up a recruitment beacon and let them populate.
