Question Turning Settlements into Vassals

I really love the mod and sim settlements has really reinvigorated my enjoyment of the game.

I have a question about how to add a settlements to my empire as a Minuteman Liberator. When I made my "faction" I already had Sancturary, Red Rocket and Tenpines Bluff.

Right now, the only way I can add these places to my empire is to turn them into outposts. However I do want some of them to still act as production sites instead of military buildup, is there a way I can add them to my empire without building an warplanner's desk and turn them into an outpost?
 
When you say you play with Minutemen Liberators... what mod are you talking about? Is it new? Because the only Minutemen pack I know of doesn’t actually play as a liberator. Sadly it seems the pack isn’t supported anymore and no one else has done another Minutemen pack (I think the mentality is to not do a pack that “competes” with someone else’s but in case like a big faction like that I feel like it would be accepted).

So if you are talking about that same pack I talk about you can only play it the same way you would play a conqueror faction (like the raiders)
 
There is a new Minutemen faction pack (https://www.nexusmods.com/fallout4/mods/42069), based largely on the Militarized Minutemen mod, and I think they have plans (i.e. permission from the earlier author) to incorporate a lot of the stuff from the first Minutemen faction pack. If this most recent one is the faction pack that the original poster is referring to, it has a lot of cool stuff in it, though development is expected to stall until spring, as the author is a serviceman who is going into officer training school for several months.

As for liberating settlements that you already have control over, you can certainly just build a war planner's desk in the settlement and convert it to an outpost if you wish, but if you want to turn it into a proper vassal to support your empire, you'll need to go to a nearby outpost and launch an assault to make it a vassal. Or, in this case, liberate it from a hostile occupying force and rescue the settlers there.

To be clear, if you already control a normal settlement, you can still launch assaults against that settlement to convert it to an outpost, to convert it to an outpost and take captives, or to convert it to a vassal.

Yeah I am playing with the very new Minutemen Liberators. It's really cool and I like the flavour it gives.

Appreciate the answer... I guess it's the only way.

Though I am curious, if I do "attack" the settlement and liberate them in such a manner can i still do the Minutemen missions? or do they get disabled if I already control the settlement?
 
I don't remember if the radiant quests are still active or not once you turn a settlement into an outpost or a vassal. I want to say that they do remain active, as I have some recollection of talking to settlers and having them share their problems with me at settlements that I had liberated and annexed, but I'm not really clear on the timeline, so I can't say with certainty that I did in fact receive a radiant quest from a member of an outpost or vassal. I tend to talk to people at settlements and get those quests first to unlock them as a normal settlement, basically just so I can change their flag before they become a vassal and flag changes are disallowed.
 
I am playing as BoS Liberator and first saved Preston/gang and then made Sanctuary a settlement. Then made Sanctuary a vassal by assault. Preston is still patrolling Sanctuary and every time I pass him, he starts the dialogue about the Minutemen and Tenpines.
 
I am also playing with the new Minutemen faction mod. Yes, when you liberate a settlement you can still do the Minutemen mission. If you attack Sanctuary and vassalize it, Preston, Sturge and Mama will still give you their missions. And if you vassalize a settlement that asks for your help, the help-request will still be active and you can still do the mission.
