Question Two rise of the commonwealth questions

I have two questions, firstly with rise of the commonwealth, do I have to use city plans or can I opt not too and play more like base sim settlements, with no city leaders chosen, even though I have rise of the commonwealth installed?

and secondly, who can I chose to be a city leader other than my companions? I dont wanna tie them down and not be able to travel with them

Yes, you don't have to build a desk at an empty settlement to do a city plan. you can build what you want. If you change your mind, build a desk, select tear it all down to get rid of what you built (if in the scrap file of SS)... select ROTC city plan, or from the City Contest Plans file.

you can always shut off leaders in holotape, but will lose the benefits they provide. there are other mods on nexus that has leader packs to expand those you can use.
