Question Liberator - make empty settlement a vassal

Background - Have been playing the Enclave Liberator faction pack along with the following faction pack/overhauls:
  • Institute Conqueror faction pack
  • Ad Victoriam Apocalypse Edition (BOS),
  • Deadly Gunner of the Commonwealth, and
  • Deadly Raiders of the Commonwealth
Have ignored Concord (Preston and Jammer deserve each other's company.. at least for a little more time). Sanctuary is an old fashioned settlement (managed by me, not by a companion) but using some SS plots. Starlight is the main base and has been attacked 2x (Raiders and BOS).

Red Rocket is empty and Abernathy is a Conqueror pre-built default (friendly) city at 1-2. Haven't been everywhere but still haven't seen any Institute settlements.

Issue - I want to create/designate a settlement as a vassal. Haven't figured out the mechanic to make it happen.

I could've added settlers to Red Rocket the old way, but I want a vassal, not another settlement. To that end, crafted a war desk in Red Rocket. The alert told me no outposts created yet. So, I designated Red Rocket as an outpost :punish. So, how do I convert it a vassal?

I'm not above trying to strong arm Abernathy but not sure it'll work (even if I bring the locket).

Not clear from the Wiki and videos.

Establishing a vassal always involves attacking, I mean liberating, an already populated settlement. If there's no people, you can't make it a Vassal.

Building up your own Vassals from scratch is something I highly recommend, but you need some people before you get started.

If you want to make RR a vassal you'd need to get some people there somehow. First set up a recruitment beacon then after some one shows up you should be able to schedule a vassal raid, I mean a liberation, from HQ.

Sounds like it's early in your game so I'd like to take this opportunity to remind you building up Sanctuary+Abernathy+RR is bad news.

Understand that vassal in traditional sense is action taken toward existing population. But, the game sets forth a notion of developing settlements from scratch.

With that in mind, you should be able to designate settlement type: tributary/vassal (resource exporting) settlement vs outpost/main base (resource consuming) settlement vs regular (resource neutral) settlement. And that should be a foundation/acquisition choice.

I chose RR just as a test of the mechanic (Sanctuary is close and has plenty of non-essential NPCs that could be moved). (Don’t understand why Beth built up an area that’s destined to fail).
