Leech . . . ? Wherefore Do You Begin?

If the following link shows all current Conqueror quests and side missions, then I have done everything but hear anything about Leech. Ms. Nanny is up and about. Maul and Co are good to go. All main quests and side quests done. I've been to and from HQ more times than I can count since the last thing, which was Ms. Nanny now the Field Surgeon.

What pushes Doctor's Orders into action?

You should've got a note at the bounty board about a strange ghoul hanging around Vault 81, start there.

Been checking the bounty board religiously. Never got one for that. I am also done with the main current quests and the side quests. I'll go visit near 81 in the event it's there no matter what.

Leech isn't eligible to appear until after you've convinced Vault 81 to open their doors. Sometime after that the bounty should appear.

The way I triggered it, I went inside Vault 81, and spoke to the Overseer. Didn't do much more after that (though my character really shouldn't be interacting with Vault 81 at all--he'd raid the place in canon).

I left the vault, as in, completely left the vault, back out to the Commonwealth.I waited a while, and came back. Found Leech arguing with vault security through the intercom. From there, just talk to her, it gets things rolling.

I kinda agree with cosmic. Not sure they'd believe my character was not a raider, so maybe when you first enter the area of the vault door you find the ghoul arguing with security?
