Solved Awaiting properties to be configured from WSFWResourceManager.

That is the message I get from Sanctuary in papyrus.
Scrap is 100, happiness is 100, donated scrap is 100.
All other settlements work fine.
Refreshing the city does nothing.
Recalculating does nothing.
Changing the city between complex or simple makes my game crash 50% done when the city is being rebuilt, not when it's tearing it down.

Please help.
 
If you access the blueprint on the City Planner's Desk and choose City Plan Details, does it say the name of a City Plan or does it just have N/A in the space where the design name should be?

Hi Gath, when looking at the city design, it's just the non-complex Sanctuary desing from you, braybraybacon and Fanciestmoon.

Following your replies from many other problem threads have helped me come this far.

I would like to make my issue a little more clear in what may have caused this.

A few days ago, Complex Plan Sanctuary got upgraded manually through the city plan to lvl 1. This made everything lag inside because of the clutter.

Instead of turning off settings in perfomance options, I loaded the save from before I upgraded the city, but it was still elligable for an upgrade.

I then changed the city plan to the simple version.

This "bugged" the city tracking by insisting sanctuary could still upgrade, and tracked the big red workshop instead of the city planners desk.

A resetquest command in console fixed this issue with the tracking.

Last night I also tried to self destruct absolutely every plot in the city, and it doesn't work. The script seems to stop after 2 plots, leaves props and plots hanging in the air, after given 2 hours of chance to do its job.

Let me know if you need more info, Gath, and I will try my best to provide it.

Further experiments:
I tried running cqf kgsim_cpmanager ForceClearSettlement 250fe.
Outside of the cell it causes almost instant crash, when transferring items, that I did not place in containers, and that are also not inside the workbench.

Running the command inside of the settlement scaps everything, but then crashes when transferring same said items.
 
Hey Gath, I'm in Europe, and you're most likely asleep, but I'll continue to update you as I experiment throughout the day.

Manually went around Sanctuary and deleted plots until it was empty.
Now I have been able to remove the city plan and rebuild the simple (most likely also complex) city plan without crashes thus far.

Looking in Papyrus gives me a very satisfying line of information now.
[workshopscript < (000250FE)>]City Upgrade Ineligible Reason: Not enough plots built or upgraded, levels required: 27, levels found: 0.

Keep in mind, this is right after rebuilding the city, so there's nothing wrong at all with the line.
I fear that this is not the end of my troubles however, so I will continue to play the game in a normal way, while helping Sanctuary reach 100%.

Then I'll be able to come back and inform you whether this was succesful in fixing Sanctuary, or if I'll get stuck with the same weird WSFW message in Papyrus.

Update: After roughly 10 days, uninstalling Workshop Framework seemingly solved the problem.

Further testing should be done with manual and auto upgrades turned on for city upgrading, but everything points to WSFW being the problem, even with a correct load order.
