Patch 4.1.2 - True Believers

The release window is being standardized now, so that the settlements will come out the same day that we announce the next contest. Most months this will be the 28th, but for the Masters contest, we need a few extra days to prepare so it will be on the 31st.

So you'll always get access to the contest entries about 30 days after that contest has been closed for no further entries.

Example: The October contest will end on the 28th, we'll release them on November 28th.

Note that the Masters contest throws a wrench into things because it's a 6 week contest, though we'll almost certainly start up the October contest as normal even while the Masters contest is running. That way folks who didn't make the Masters contest, or who finished/dropped out of the Masters contest can tackle the next contest!
 
What marks the end of these quests? I had a quest to

Choose who to go help, Saugus or Dunwich. I chose saugus, but then nothing else has happened at all. No markers, no one will speak, it feels like its "Done" until more is released. Willie, maul, bedlam and Jammer just standing there looking awkwardly at each other and wont respond. Bellows is silent as well over at saugus.

Is that where it currently stops?

Nope, what you described is definitely buggy. I'd suggest reloading to before you started that last quest.
What you are describing, I believe, is the "Rite of Passage" quest. There is one additional quest after that.

Took forever to get out of that place, and many deaths.

Yeah King made that battle pretty epic.

It's worth getting through though. Finishing these quests unlocks a new special unit type
 
Not use if anyone else is having this problem but for some reason the 'POWER' category is missing. unless I'm looking in the wrong spot.

A missing tab/category from your workshop menu is usually a telltale sign of having removed a mod midplay. Whatever the reason, you can use Settlement Menu Manager to repair your missing menu tabs.

"Q: A non-SMM enabled mod broke my build menu. Can I use SMM to fix it?
A: Yes, select the "Settlement Menu Rescue" option in the SMM holotape. It will scan through the build menu and remove every invalid category/menu (without clobbering the valid ones). If that didn't work see additional details below:

If simply running the Menu Rescue option did not resolve the problem try these steps exactly:
1. Run the Settlement Menu Rescue option and wait a minute (this much time is just in case you have significant script lag)
2. Create a full save game (not just an exit or quick save)
3. Exit the game completely to desktop. It cannot be running at all, not even at the main menu.
4. Uninstall and reinstall the mod that disappeared from your menu (do NOT open the game in between the uninstall and reinstall)
5. Once your mod is fully reinstalled you may now load the full save game you created in step 2"--https://www.nexusmods.com/fallout4/mods/24204
