Question Sanctuary vassal city with no population

You could attack it and turn it into an Outpost.
When I want to make a new Outpost, I sometimes run a setup vassal attack first, then afterwards run a set up Outpost attack on the same settlement. Twice the opportunity for my lunatics to rank up!
You could set up a beacon in a normal settlement and move any settlers who show up to Sanctuary.

Does the War Planner's Desk have an option to abandon a settlement???

The war planer's desk only allows the dismantling of outposts.
