I see plenty of static season mods that never change seasons. Is there a reason a dynamic changing seasons mod can not be made?
 
For starters, in the game itself there is no provision for changing seasons. It’s always a seasonless dead atomic wasteland.

This means that there is no way to dynamically change the textures of grass, bushes, trees, etc.

So to do that would effectively require a major rewrite of the entire game, altering of previs and pecombines, to allow changing the textures etc and swap in what is needed at the appropriate time.

Here's a thought though. NAC - Natural Atmospheric Commonwealth has seasonal weather. One setting is actually tied to the in-game date and changes according to that. Then there are the seasonal mods which tend to cover each season and sometimes in intermediary seasons like first frost and first thaw. What you could do is:

Put on NAC in-game season.
Install every single season loaded in MO2, or whatever you use.
Name all the esps the same but only load the packet of the season you are on.
When the month changes in game (which could be a couple of weeks IRL), change the season mod.

Not ideal but considering how long seasons take to pass in game.. manually changing it isn't really gonna matter. Also with the NAC weather it is like real weather, you never notice a sudden shift to winter/summer that takes some time.
