Settlement legality check

Running a Level 1 check for 5 beds
Balance Recommendation says I have 4 more water than I need.
HUD water bar shows at about 15% full
Top indicator shows 1 Water
Who do i trust here?

Given all the huds available and not really understandings what you are saying?

When you look at the plot plaques and what you have built what does your math say?
That is what I do first.

Aside from that. I always go with what the workshop hud and what it shows at the top.

The standard HUD recommended by KG that displays city info on the left side.
Not using any other HUD.
I just went with what the HUD shows since that is what the player would see.

I know I'm late to comment on this, but the two months that I entered, I assumed the holotape was giving generalized recommendations. Say someone doesn't have all the add-ons I selected; that might throw off the calculations I was assuming, so it might be prudent to have backups/overages. At least, that's what I was assuming, anyway. I balanced mostly by the left HUD and by rough eyeballing of plot numbers.
