Wits End...

https://www.nexusmods.com/fallout4/mods/25350?tab=description

That mod tries to accomplish the same thing except its cleaner than the one you linked, maybe try this one, I am not sure if it is exactly what you want, upon inspecting the BA2's I can see assets for Creative Clutter and other mods in there, unsure what the MA used them for, but the .ESP only edits settlement worldspace as it should, and does not tamper with any NPCs, packages, or anything of the sort.

I'm trying this one next. I can still use sim settlements with this i'm assuming since its being suggested here. Will it still build city plans using this?

Edit: Lol. Nope. Even on a simple city plan, it looked like it was going nicely until Boom, CTD in sanctuary.

I had it deleted for a while, reinstalled it in late may this year I think.
The only thing that I can think of now is that your install of Workshop Framework is having issues. Which should not be possible either. Especially since it half-works.

I will try in a fresh test-save in a bit to see what happens.

Also, do you have some means of throwing your save that is having issues up online for me to grab and test with? At the point of exiting the vault if you can.
—edit—
I’ll also need your plugins.txt, loadorder.txt, and your Fallout4.ini files just in case there’s something in there that’s not quite right.

Let me see what I can do.

I'm working on something first, before I trouble you further. Ive disabled every mod and plugin that I have, will start with yours first, and test it. If it works, i'll let you know, then I'll figure out which mod is breaking yours.

You will need as a minimum the Workshop Framework mod.

Finally went through it all! I'm exactly back to my previous mod load.

And now it works.
The only thing that remains that crossed my mind while I was constantly closing, enabling, and restarting my game is that the first time when i had a problem, I had to use the console to add the tape. Because right now, that's the only difference between then and now that I can see.

"...when you have eliminated the impossible, whatever remains, however improbable, must be the truth?"

It just glitched out and wouldnt fix itself until I let the mod add it to my inventory.

In other questions for you whisper, how bad is it to get rid of those god awful eyesores of piles of debris? I know in some places they use it to hide bad building of an area, like gaps between walls or roads that float off the ground, but would it be game breaking for it to be scrappable? I can live with the bushes floating through the floor, but I have always hated those immortal trash piles that no one can seem to sweep up, like around the back of red rocket.

That is weird. I have had no troubles with console-ing the holotape in manually. Nor have others.

That said, I'm currently working on a delayed-add for the holotape. That should fix future issues of that type for new games.

For those you need another scrapping mod, like the ones you were using before. Raze My Settlement only deals with vanilla stuff, so even with such mods the trash piles will need to be death with by you (or however the appropriate mod deals with such things).

As we've said prior, not recommended. ;)

Yah I'm familiar with the recommendations and that it breaks games.

I just don't understand the actual reason why removing them makes fallout so angry. And now I suppose thats why after 200 years, no one has cleaned up the place. Because the reality nukes go off.

It is Atom's will.
