Yeah i think what is a settlement is a vassal cant recuit more population with the recuitmen beacon if you want to add more population to a vassal you can spawn settlers with commands
I'd prefer to find a way to do it within Conqueror's mechanic, even though I'd prefer the beacons continued to work. Some might contend that no one would join a raider controlled settlement but the post-apocalyptic fallout world is a harsh place and I'm sure some would still come and raiders would surely come.
I was hoping to take over the entire commonwealth but I'm going to have to leave some settlements uncontrolled if I want to attract new settlers and also so there's somewhere to send settlers met in the game world.
Raiders can do the work too, if you dont want to go the slavery route. They wont like it, but a couple extra drug dens to take their minds off their pain and they'll be alright.
The price you pay for free chems, booze, and the opportunity to go fight other settlements from time to time... Toss in some slaves, and any settler you find is a new farmer.
If you are also using Industrial City, you might give it's alternate recruitment system a try. It only requires building one of its ScavSupport Dispatcher plots.
It acts similar to a beacon, but only recruits new settlers if and when there is both an available residential plot and available job plot. Generally speaking it's a good alternative to the vanilla beacon because it controls/limits recruitment and population to how many plots are available.
But it works according to it's own logic and might be way to get around vanilla beacons not working in vassals.
