Question Settler, new settlement restriction.

I run into settlers in the game world and when the options for which settlement to send them appears, there is no option to send them to any outposts or vassals.

Well i think what for outposts is normal beacuse you cant send a settler to a raider settlement if you wanna to send him to a oupotst you have to make him a slave and then send them to your raider settlement for vassals i am not sure maybe you have to do the same send him as a slave is rare what you cant send them to vassals if you have the control settlements enabled.Beacuse i spawned settlers and i send then to my vassals without any restrictions

If I'm in any type of settlement, no matter the control status, I can relocate them anywhere I want while in build mode. If I don't have any standard, uncontrolled settlements I won't be able to recruit them from the game world though.

I have found this to be true. I just asked Ron Staples to work for me. I was only able to send him to one of my two regular settlements, but not to any vassal/outpost. I guess free folk want to stay free. Jokes on him, though. Once he got Starlight (regular settlement) I sent him to vassal Abernathy.

Had I not had a regular settlement, I assume I would not have been able to get him to work for me. However, and worth noting, the level three bar required to get him at all was in the vassal and not in any regular settlement.

While moving Ron around I also decided to try to send a captive from a vassal to one of my regular settlements. This captive gladly went from vassal Abernathy to regular Starlight. Everything seems to be working.

I even took his slave collar off. He's still named "captive", seems to have stop crying to be freed, and is working his glue farm like a dirt farming champ. I'm going to keep my eye on him for any negative side effects down the road; but for now, like our real world overlords, I'm both a liberator and a conqueror.

I'm going to make a note of this here about my buddy Ron. He's been tending bar at Vassal Abernathy for me. Today, I was making the trek between Tenpines and RR. I took peep through my scope at a certain spawn point and to my surprise there is Ron gathered around cooking station with his old running buddies. I thought to myself, strange, two Rons. This one and my Ron back at Abernathy.

But once I got to Abernathy, I realized his bar was un-attended and he was no longer a member of the community.

Either high weirdness going on in this game (most likely) or the free folk really do want to stay free (equally likely).
