Question Can't Launch Assaults

In a new save file with the most recent version. Killed Preston and Jammer and took Sanctuary for the Gunner Faction (using a modded Faction Pack). I have recruited a ton of people and built up the city. I have more than enough Warriors to launch an Assault, but no matter what kind of Assault I do or which Settlement I target, I get a failure message when I try. I've met everyone's needs (I also have Use Soldier Needs set to Off) and yet I still cannot claim any Outposts or Vassals.
I've attached three screenshots showing the message in the corner popping up each time.

Update: Made Red Rocket an Outpost, completed some quests. I'm wondering if being permanently in the "Tutorial" is affecting things? Still can't start an assault. Might try ending "When Freedom Calls" and other loose quests. Could killing Jammer cause this?

Update: Tried a new save. I have been using Alternate Start, so I tried not using Alternate Start to jump out of the Vault. I still did the being a Vault Dweller sequence, just not everything where I'm Shaun's parent etc.
Still had the same message when I tried to launch an assault.

Next step is maybe getting rid of Alternate Start altogether? That would be strange because I never had an issue on previous versions of Conqueror.

Also, didn't kill Jammer or Preston. Didn't complete either of their quests either. Again, haven't had an issue with this previously.

Update: Issue persists after 4.1.0b hotfix and updating the Faction Pack I am using.

Update 2: Disabled a few mods and tried another new game. The problem was not Start Me Up, the Gunner Overhaul, or Unlimited Companion Framework. The issue persists.

I just had this happen on my save without any reason, or warning at all, everything was working fine , the only mods I added was BoS faction pack and Gunner faction pack but it was working "fine" until now.. its a 4 day save with almost the entire commonwealth conquered

Hmm...Mayhaps this is an issue with the Gunner Faction?
 
I don't know, but I rolled back to a save that was working, the progress I lost was the conquering of Covenant, wondering if Covenant was the issue or the faction pack, didn't have time to test more because apparently my save is toast again, after 4 days of gametime with no crashing, which was like a week or two irl, today its been a crash fest, :/ I think it was because I had to disable Quick Trade and PushAway and that messed up the records.. oh well, time to start over again.

Also, I noticed the Gunners faction pack messes with some vanilla stuff so I would refrain from using it anyway, regardless if its the issue or not
 
Hmm. Well, maybe my next test will be disabling the Gunners and trying another faction. I would like to use the Gunners, but if they're broke, I'll just tell the Faction Pack author I'm having issues and hopefully we'll get a fix.
 
Yeah, started a new game and had this happen, so it was not the gunners pack, maybe its the BoS pack then? @kinggath any idea what can be causing this?

I used the BoS pack successfully before, but I'm curious if something out of date about it could cause this? I really need to save one of my tests right before I claim Sanctuary for a faction so I can more easily test certain mods...
 
Well its either one of those or the hotfix update that broke everything for me, because I had already 4 days on my previous save and it all got messed up as soon as I applied the Hotfix and the Faction Packs so yeah, nothing from my load order has changed ever since
 
Nope, definitely something got screwed up with the update for me, maybe it was working fine at first because the save was already ongoing, but on this new save im trying theres just no way for me to launch assaults, I already uninstalled every new faction pack I added (which were only 2) and I can't remove new mods I added because I didn't add any, for the exception that I updated Homemaker but that was AFTER my game got f*d so yeah.
 
I loaded up my 4 day old save but in a state where I didn't conquer Covenant yet, all of this with my previous working load order, which is the same but without the 2 faction packs I mentioned, I managed to Conquer Covenant with 15 of my men no issues, I went to my base, and I launched an assault to take over Egret Tours as a Vassal, again, sent 10 of my men, but this time only 5 came in for some reason, I ignored it though, since the launch was successful, I took over Egret Tours, I assigned some guards after the successful takeover, went back to my outpost to try and launch another attack against Abernathy Farm, and , our favourite message "Something went wrong while attempting to setup your assault" kicked in again.

This is how my map looks rn in the save, I honestly have no clue why Conqueror decided it would stop working after taking over a good 80% of the commonwealth, sigh , more wasted time.
 
I'm worried this may be something around save corruption, as it appears reinstalling the mod and removing other mods doesn't seem to address the issue. It's also difficult to test this, as it means each time I have to start a new game and run Conqueror setup. I think from now on when I try a new game to test I'm just going to have it build one city so it goes fast, until I can isolate the issue.
 
If it was save corruption, I would be able to send them attacking on this new save im trying, but I keep failing, it makes no sense that it would work on a 3 day old save which is already corrupted due to uninstalling mods mid play, but it won't work on a fresh save.
 
New save, tons of mods disabled, same problem. I am going to verify my game cache on Steam.
Most of the mods I am disabling were totally functional with Conqueror before, I will say. At this point the majority of my mods are essentials (Armor Keywods, Unofficial Patch, etc.) and Sim Settlements Addons.
 
It wont hurt to try I guess , but I highly doubt it, tell me how it goes, im pretty sure I verified mine before the 3 day save because I was having a lot of crashes, so mine in theory should be fine

Also another guy on the Conqueror's nexus page commented the same issue a few hours ago
 
If it is really a bug with Conqueror, its only a matter of time for other people to encounter this, so I guess its just waiting time until some one that actually matters takes note of this xD
 
I don't think it's that we don't matter, mod developers simply have real life things to take care of and not enough reports of this specific bug have come in for it to take precedence over whatever else they are working on.
