Question Assorted raiders now in settlements

Since the new update, i have noticed I have raiders that aren't in my gang hanging out in my settlements. i.e lunatic Raiders, Maruder raiders and even a savager lunatic raider in power armor... anybody else have this problem.

Raider version of visitors?
 
I have Tenpines as a vassal (got it before the update) and it had six regular settler types. After the update, I got the notice to Defend but the settlement was full of Nuka-speaking Raiders who are non-hostile. No settlers at all. I attacked one to see what would happen, and it reacted like normal NPCs, becoming hostile after a few hits. The rest remained non-hostile. I walked away. FYI, I am using the Children of Atom faction pack.

Also have the problem that I had zero control over the settlement according to the new HUD despite having sent a faction member there as a guard. Also I had assigned a patrol there, but that part of the HUD was at zero control. On a different note, if I walk into Abernathy I can pretty much expect that the new HUD will be stuck on the screen until I fast travel or visit a different settlement (after which the HUD vanishes like normal when exiting the settlement).

These visitor Raiders have been around for a while and are not new in Conq. 4.1 Phase 2.
You can't really interact with them beyond "Hello"... "Huh?" but they do talk to each other.
I'm not sure if turning Civilians off in the Sim Settlements settings would get rid of them or not. They sure do come in handy when your settlement is attacked though as they fight back pretty hard. If they die, you didn't lose one of your Recruits!
Edit: They may come attached to certain plots? Like VIPs? I haven't looked into that to be confident though.

Update: version 4.1b fixed the random raiders being friendly. They were the attacking force and are now correctly hostile. I am using Children of Atom pack. I thought initially my problem was the same as the thread author, but looks like it was related to defend functionality entirely! Ah well, at least it's here in the event someone has something similar.
