Question Two Settlements Sharing One Mayor

I posted this in another thread that I don't control. I apologize for starting a new one, but I have some new info.

I found a strange situation where two settlements share the same mayor, and both settlements are stuck. I’ve been in this play through for quite awhile, and I have all the SS mods installed. I also have many other mods that I’ve installed and some that I’ve removed. I’m not worried too much if I mess up my save. I can start a new one.

Today, I finally stumbled across Taffington Boathouse. It was well developed due to ROTC. I took control through a mod in MCM that had an option to “Make this your settlement,” or words to that effect. When I found the City Planner’s desk, and started looking around, I noticed a weird thing. The CPD showed MacCready as mayor. That’s not right. He is mayor of Oberland station. So I changed the mayor to Hancock.

I fast travel to Covenant. When I try to fast travel back to TBH to make sure Hancock has arrived. I end up at Oberland Station. MacCready is there, but the CPD says the mayor is Hancock. I change it back to MacCready, fast travel to Covenant, and walk to TBH, and find MacCready is mayor there too.

It seems that the two settlements are somehow linked. I don’t know if this is an SS problem, but I wanted to share it.
 
I found another instance of this problem. Spectacle island and the Castle are both sharing Preston Garvey.

I had set up a desk at Spectacle Island before I checked and found there was no plan for it. I came back today, and scrapped the desk. I’m not sure if that helped.

I looked through all the menus and options of SS, trying to find a way to set either or both back to a plain settlement. I was unsuccessful.

I’ll keep tinkering.
 
I have used every tool and option I can find within SS up to self destruct. I’m still tinkering with it, but recently, IR has caught my attention, so I’m working to figure that out.
 
I have run out of ideas. I’ve noticed one other anomaly. When I self destruct one of these settlements, and restart them, there are now two of everything I can scrap. The bid one was the gate at Oberland Station. You open the gate, and there is a second one right on top of it that you have to open.
