My needs HUD keeps jumping and sticking to either completely empty or the default values for an empty settlement (50%.)

Is there a way to refresh he HUD?

Mine has been sticking for over a month. I haven't figured it out yet.
Works fine when it first populates when you start up a new session then gets stuck somewhere after that. So, that is how I refresh it, "back out of the game then come back in. The first time it populates fine but any changes after that do not reflect. Sometimes the meters move but it is definitely not refreshing / updating correctly.

KG, noticed in his let's play and I have seen a few on and off posts that were not well defined.

I think you nailed the issue for a productive thread.

IT ISN'T that the values themselves are off but that "The Hud is not Refreshing" during game-play.

Let's see where the thread goes...
 
I find the HUD 'sticks' - showing an incorrect value--example, power being short, even after the shortage has been fixed. The HUD value will stay with the incorrect value often for a number of in-game days. Leaving the settlement and coming back, it still registers the old, incorrect value.

I almost want to say it gets stuck after gaining a new settlement? Then the display values being shown are the default values form the previous new settlement. Kinda like the Vault Tec population management system thingy gets stuck. Although usually opening it a second time fixes the values.

The empty bars seems more like a value changed and the script errors and just makes eveyrthing zero. Similar to the vanilla 0s you get when the cell gets corrupted.

I do notice some of the individual values getting stuck occasion, but the issue I mentioned is all the values at the same time.

If the issue can not be found or fixed, then maybe an option in the city manager/desk to force a refresh?
 
Okay, here is an example.

I woke up at Starlight and opened a dog cage and when the guard dog was added it zeroed out the HUD. I died to a ghoul storm and the Gunners and upon loading last save the data was fixed. I got another guard dog and this time the data showed correctly. So it aint a "every time" sort of thing.

Although the first instance might have been about the same time the daily plot upgrades happen?
 
Just in my bumble experience:

Upon load in is the only time I ever see a completely empty HUD. I always remain absolutely still until everything calculates and fills in.

When entering any settlement, I beeline to the settlement workbench and wait until the HUD updates. Especially if I've got a ghost HUD from the previous settlement.

Sometimes, especially at Sanctuary, water won't be full when it should be. Going into workshop mode and then exiting usually makes the HUD update. If it doesn't, I run the Rebuild Local Data tool.

After adding weapons to the Armory in the CP desk, defense HUD meter doesn't immediately register the change. Going in and out of workshop mode usually corrects this.

When entering a settlement supplied by others! especially with IDEK's logistic station. HUD is off because it seems to be showing local data without the supply line added in. Running "recalculate resource distribution" on the IDEK's terminal and then entering and exiting worksop mode seems to fix.

Power not full: usually an indication that something is glitched in the lines. Selecting a wire going to the power source and just canceling selection fixes.

Happiness arrow matching the workshop arrow? Good luck.

Well, crap! @bullyrook That is a great idea!

Come to think about that, I have another small issue I was ignoring at another settlement so before going all “post apocalyptic” on that I need to run that there too. Huh, I like it!

Yeah, but it did not work for me. :(

However after sleeping I loaded the save made and it fixed it. I also think loading like that is faster than refreshing all the plots, lol.
 
This is unfortunately an issue that will never truly go away. The game does not always report correct values to SS, not to mention that there are so many other mods and systems at play here that tracking down the specifics of these update problems is likely not going to happen.

The rebuild local data tool is your best bet.
