Question Settlements stop at scaffolding stage

As the thread title states my settlements in ROTC have stopped upgrading and are stuck at the scaffolding stage after the initial ground level build. None of my other settlements are updating either and I can’t assign settlers. This all started when I scrapped a ROTC settlement at red rocket which was working fine (I had the triangle of doom building at red rocket, sanctuary and Abernathy and wanted to lessen the computational load in the area) and decided to build at ten pines. Everything at red rocket built up just fine and the settlers were pathing to their assignments before I tore it down.

Just a side note I am on Xbox and am unable to move sim settlements below hud framework for some reason. SS just bounces back to the top of the load order.

Just a question I am doing this on a very late game character with lots of play time already banked. Could that have an effect.

TLDR: I am on Xbox and none of my settlements are building anything any more in ROTC.

SS is a master file. It will always position itself at or near the very top of your load order depending on what other master files you have. However, HUD framework on the XBox, unlike on a PC, is not a master file and cannot be moved above SS or any of your other master files.

I keep HUD ordered below anything that has to do with SS and have only had problems when I've tried to move things like Conqueror below it.

Are you on Xbox 1, 1S, or 1X?

Maybe. I'm on S. I spent a lot time and testing sorting out my load order and slowly and systematically layered in my mods according to @RayBo 's Bake a Saved Game method. I'm as certain as I can be that all my mods play nice with each other. At this point, most all problems I experience in the game I'm pretty sure are caused by overbuilt/overpopulated settlements and/or overstuffed work benches. The latter is much more likely mid to late game.

How many settlers are already at your settlements?

Keep in mind also that early game when you start it a City Plan it most likely isn't at full population yet. Plots will likely build in slowly as population increases. Starting a City Plan late game in a settlement near max population, well that's a lot of plots building all at once.

How many City Plans do you have working at the same time?

Not being able to assign settlers suggests that your scripts are overloaded or stuck.

What was happening in the triangle that made you decide to nuke RR? What's going at Sanctuary and Abernathy?

Can you roll back to a save before you tore working RR down? Even better than fixing a problem is rolling back to before the problem started. A good game is a game of hundreds of hours. Rolling back any amount is better than losing the whole damn thing.
 
I am on an Xbox one X. When I played previous games I was able to have 4 or 5 building at once. I am really struggling though to get it to work with this character.

Also as far as the triangle of death, I needed to downgrade at least one of 3 settlements. I was between red rocket and Abernathy at one point and Abernathy went in to its auto build cinematic and bricked my Xbox. It was just too much I guess for the Xbox, it started strobing with colors like I was in 2001 space odyssey and froze the system. When I turned the Xbox back on it would not go past the boot up load screen and the error code directions (105) stated that I needed to do a factory reset.

That being said before I down graded red rocket I could assign settlers and there were upgrades happening at all 4 of the settlements I was working on. I only went from 3 settlements back to 4 so in theory it should not have been a problem. Aside from trying to do too much in that one area of the map the Xbox was handling 4 settlements just fine.

I will try out the rebuild local data and see if that works.

I have tried to come at this is from many different angles already like waiting in a basement some where to let the script finish all the things it’s doing. Since that didn’t work I am guessing the script is getting stuck. I have also absolutely made sure that the mods work with each other adding each one at a time to make sure there is not a conflict. All in all I don’t have that many. (Maybe 12 total right now)

Thanks for the help! I am really scratching my head here so any ideas are really great.
