No sure what I did wrong. Built them a lovely little HQ at Hangman's Alley. Went off to let them recruit. Got a Hangman's Alley under attack message, went back to help and the Vaulters were hostile.
 
I think that this issue has been reported on several faction packs, could you check whether a solution has been found? I'll look into it as well later today.
 
I've done some research and it appears to be a recurrent bug on several faction packs. I've found mentions of it for the BoS and the Minutemen too (I didn't look on other packs) but I couldn't find anyone with a solution for it. It's always difficult when several mods work in synergy to know where the bug comes from, whether from bad faction packs parameters or Conqueror as a whole. It might very well be on me so I'll look into it. In the meantime, it might be helpful for us to check ofr insight with KG and other pack makers.

Known Issues:
- Decor may not appear sometimes even after reloading a cell. Having trouble duplicating this all the time, but it is a minor issue right now. I am hoping to expand on the outpost system in the near future.
- Your troops may show up as hostile when selected just prior to assaulting a settlement. This is a known bug with Conqueror. It is considered minor since they will revert to friendly once you get close enough and never attack you anyways.
- Settlers sometimes join in on the fight against you. This is very rare, but it does happen. Consider them in league with the scum of the Commonwealth.

Anything else you find, please submit a bug report.
 
Btw, it can't be related to you accidentally shooting one of them cause I made sure they wouldn't turn on you in this case.

Good news, I've finally had time to play my pack long enough to experience this bug and I've rectified it for the coming update. Contrary to what was initially thought, the vaulters aren't turning hostile (the player's vaulters remain allied throughout the game). Due to one incorrect parameter, however, the Forsaken still appeared in the pool from which enemy attackers/defendants are selected, leading to unfortunate Forsaken vs Forsaken assaults with enough bad luck.
Anyhow, 4.0.6-B is coming!

I downloaded and installed your faction pack but haven't played it yet. In my current play through as the Rust Devils I have gotten two defend Tenpines bluff missions and both times they are being assaulted by the Forsaken Vaulters. The issue I ran in to though is that the Vaulters only have two target-able areas in VATS , their heads and torso. All their extremities have a zero hit chance which I found quite odd. Any idea why?

I guess any faction pack you have installed can be a valid choice as an aggressor in a defend mission which is kinda neat.
