Hello there,
noticed a few things in a new game test while looking for something else (blocked happiness).
hud meter values are broken for me too.

so here what I have in-game:
(all ss options are default except hud size and position)
on load zeroed hud as it should be

after a few second hud shows the good values

as you can see it's the same as the workshop
40475648483_759aa3767d_c.jpg

and the same as the pip boy values

but a few time after, hud meter is refreshed with wrong values

all my mods are fully updated ( all manually downloaded and installed for ss mods )
+
problem on my main game prolly related to the same bug: happiness is blocked in all my settlements.
as I posted on nexus:
"All the happiness scores are blocked in every settlements since I decided to change the tax rate from standard to half tax.
HUD and every report tools say that happiness is supposed to raise but nothing change.
So only way to get the plots upgrading is to set the settlers needs off which is a bit immersion breaking breaking ;-) ...."

Are you still having this problem? I saw this Friday morning on the way out to work, sorry it has taken so long to respond. If you've moved on, I understand.

This shot shows that you have HUD working, but that it has not finished calculating values. No values shown, as it should.

on load zeroed hud as it should be
40475648543_eb41331204_c.jpg

Once the calculations are complete:

after a few second hud shows the good values

Looks right: 4 food, 4 water (as shown in the workshop shot) and food bar and water bar equal jobs bar. Your five settlers are the Quincey Five, I assume, and Preston can't be assigned to any job until you can make him your companion. So five settlers: 4 with jobs, one without. I'm assuming you have 2 level one farm plots working (4 food total) and maybe two hand pumps for water: 6 Water from pumps minus 2 Water from farms = 4 Water

Ok. now for the problem:

but a few time after, hud meter is refreshed with wrong values

The first thing I notice is the job meter has gone down. Now instead of 4/5 jobs it looks like 3/5 jobs So the first thing I would double check is whether some one unassigned themselves from a job. My guess for a culprit would be Mama Murphy. I think she has a bad habit of un-assigning herself from jobs, at least, until you convince her to get off the junk or she gets her damn chair.

I wish you had coupled this screen shot with a shot of the workshop numbers.

Notice, that food and water bars are equal to jobs bar. This means that HUD now thinks you only have 3 food and 3 water for 5 settlers. Did the workshop show that food and water decreased from 4 to 3?

I have a number of other thoughts I've tried at various times this week to put together about this, but nothing will gel.

Not sure how or in what situation both food/water go down the same amount.

What is the breakdown on this settlement? How many plots? what kind? Who is assigned to which? How are you getting water? How are you getting defense?

Thanks for the answer.

4.0.4 corrected the blocked happiness problems I had on my main game ( unfortunately I have to roll back on an older save because I have a "ctd near sancturay" bug.... not really the free time to deal with it atm )

( I will launch a new game soon to try all the new conquerors options and to check if this hud bug is gone )

The workshop values and pip boy values are the same, only the hud meter values change after a few seconds, reason why there is only 1 image for wshop and pboy. So to be clear, water and food didn't change on workshop and pip-boy, it could be the same screenshots.

at the time of the screenshot it was 3 residential plots (nothing for p' garvey and mamma uses a workshop bed); 2agri plots, 1indus plot, 2 basic water pumps like you guessed, 3 machine gun turrets (3x5 def points) and mamma is flying too high on her jet chair to get a job.

the Longs on the 2 agri plots + resi plots and Sturges on the indus plot (scrap heap) + resi plot.

as a side note, (it could be a new "question post"), something strange with the mod "better cooking stations" when auto assignment is on, leading to strange settlers behavior.

OK. Let us now how things go once you get into your new game when you do/when you can.

And thank you for reporting back this settlements breakdown.

I'm having the same issue. Here I am in Sanctuary. I built a water pump to help show what is wrong.

These are my values after loading in and entering Workshop Mode for the first time:

After exiting Workshop Mode my values fall:377160_20190414024910_1.png

Entering and exiting Workshop Mode from here out does nothing:

The only way to get the true values is to save and reload. The Citizen Needs Report always show the correct values though.

@chanceisshane Great post! Meaty.

The first shot shows exactly what I'd expect. The Quincey Five arrive at Sanctuary only to find none of there needs are ready to be provided for. No water, no defense, no (sheltered) beds. Marcy, I expect, takes charge (accounts for the little bit showing in the jobs bar) and assigns herself to melon/gourds behind the workshop house. That's 1.5 worth food, but it's not enough for everyone. Happiness starts at 20 because no needs are being met.

You place a water pump. Produces 3 water for 5 people so HUD water bar shows 3/5 full. As one would expect.

But after exiting workshop mode and re-entering, the HUD water bar now shows 2/5 full even though workshop still is showing 3 water is being produced. Workshop still shows 1 Food, but HUD food bar shows less than 1. Jobs bar has changed. Happiness bar has gone down. Both are equal to HUD food bar.

It seems to me, one of two things is going on here:

1.) Either, the HUD is (all the sudden) mis-reporting the data: there's a problem with HUD.

or

2.) A new calculation has been made and this new calculation is taking into account something that isn't obvious to us: HUD is working correctly, but showing us something we don't understand.

I'm philosophically bent to suspect that the second case obtains here. But since whatever it is is not obvious, I'm going to chew on it a bit before speculating.

As a side note to the curious HUD behavior , I once noticed something weird in a settlement where a cooking station ( using the mod "better cooking stations" ) was present at the begging but with no pre-established settlers.
The 1st new arriving settler was auto-affected to the cooking station for 2 food points and then re-affected to the food plot I just built for him. For some reason the 2 food points from the cooking station was still in the workshop values and in the pip-boy report but not on the HUD meter even with not settler affected to it and even after I "re-packed" the cooking station in the worshop.
Maybe this can bug the HUD because there is a cooking station in Sanctuary too.

I'm thinking this might have something to do with Conqueror. Rarely I would get the Provisioner icon next to Water or Food even though Sanctuary is my only settlement. I'm thinking something maybe iffy with how Conqueror auto links Settlements together with Outposts.

I had that bug without conquerors installed.
